Synopsis:
In the decaying metropolis of Otomo City, a pervasive sense of injustice hangs heavy. Corruption permeates every level of society, allowing a mysterious entity known as Skull Man to operate with impunity. This grim figure, appearing as a skeletal harbinger of death, targets both humans and the city's monstrous inhabitants, leaving a trail of unsettling violence.
Journalist Minagami Hayato and photographer Kiriko Mamiya are drawn into the investigation of a particularly disturbing killing, compelling them to confront the city’s darkest secrets. Their pursuit leads them through a landscape steeped in decay and despair, where the elite's sins have effectively entombed the city. As they delve deeper, they uncover a shocking truth – one that suggests vengeance may manifest in unexpected forms within this nightmarish urban sprawl. The series explores themes of societal rot, accountability, and the blurred lines between justice and retribution.
